In January 2021, the Council of l'Escala received the drafting work for the Special Heritage Plan and catalog of assets for the Municipality of L'Escala (Alt Empordà).

The Fortià Arquitectes team as editor of the works, which will last 9 months. The technicians of the responsible team are: Josep Maria Fortià and Xavier Raya, architects; Maribel Fuertes, archaeologist; Rosa María Gil, Art Historian; Joan Solà and Carlos Bayés, environmental technicians and Pere Ylla, lawyer.
The different types of Assets to be cataloged are: Architectural Elements (EA) such as the Alfolí de la Sal or the Old Cemetery of La Escala, Architectural Ensembles (AC) such as the iris nucleus of Empuries, Sociocultural and Ethnological assets (BSE) such as the lintels of some buildings in the old town, the laundry rooms or elements of the Fishing Heritage, the archaeological or paleontological assets (Barp) such as the Empuries site, the Natural assets (BN) or the environmental and landscape assets (BAMP).
