CATALOGUE OF FARMHOUSES IN LLUÇÀ (LLUÇANÈS)

The Lluçà Town Council commissioned us to identify, analyse, and preserve the rural heritage located on non-developable land in the municipality of Lluçà.

The preservation of non-developable land and its values is one of the most significant features of urban planning regulation in Catalonia. The Consolidated Text of the Urban Planning Law establishes that general or special planning must identify in a specific catalogue the buildings located on non-developable land that are eligible for reconstruction or rehabilitation, and justify the reasons for their preservation and, if applicable, their recovery.

The effects of the Catalogue of farmhouses, rural houses, and other buildings on non-developable land are broad:

  • It affects the municipality’s planning model by defining criteria regarding housing based on pre-existing buildings, protecting municipal heritage, preventing both depopulation and new land occupations; preserving the landscape and strengthening economic activity on non-developable land.

  • It contributes to territorial sustainability in accordance with the principles of local autonomy.

The aim was to carry out an analysis and diagnosis of the Non-Developable Land (NDL) of the municipality of Lluçà, of the dwellings and other buildings with potential value, and to inventory them through a Summary Table serving as an initial proposal of elements to be catalogued.

The elements foreseen for cataloguing by the future Special Plan for Farmhouses, Rural Houses, and other buildings on non-developable land are:

  • Farmhouses and rural houses that need to be preserved or recovered for architectural, historical, environmental, landscape, or social reasons.

  • Other constructions built before the entry into force of the municipality's first general urban planning instrument, and which should be preserved or recovered for architectural or historical reasons.

  • Rural buildings currently unused that should be rehabilitated in order to correct their negative environmental or landscape impact (buildings typical of non-developable land, excluding improper uses such as industrial facilities).
