The village of Sant Martí de Llémena is located in the region of Gironès, within the territorial scope of the Girona Counties, according to the Partial Territorial Plan. The municipality is part of a rural area characterized by low population density and a dispersed distribution of its settlement nuclei, which include Granollers de Rocacorba, Llorà, Les Serres, and Sant Martí de Llémena. In recent decades, the municipality has experienced a slight demographic decline.

The aim is to serve as a roadmap for drafting the new Municipal Urban Development Plan (POUM) of Sant Martí de Llémena. The forthcoming POUM, which will organise and regulate the municipal territory, should help address the challenges posed by the development of existing Special Plans, while also ensuring the preservation of the rural landscape and its traditional buildings.

The PTPCG (Partial Territorial Plan for the Girona Counties) is structured around several core areas that directly influence the spatial and urban planning of the Girona municipalities, including Sant Martí de Llémena, and it focuses on the following aspects:

  • Definition of settlement areas particularly suitable for the establishment of facilities of regional interest.

  • Designation of areas of natural interest.

  • Identification of agricultural or forestry land of special interest that should be preserved or expanded due to their size, location, and fertility.

  • Infrastructure siting.

  • Protection areas for buildings and spaces of historical and artistic interest.

  • Provisions for socio-economic development and guidelines for urban planning.
